The photo below is of an Outside the Waist Band Holster with a Laser / Light Combination attached. The purposes of the raised section identified by the flathead (-) screwdriver is to prevent the attachment from snagging on the leather ensuring a clean smooth draw. It also ensures that any protruding activation button does not inadvertently get manipulated due to the pressure of the leather on the attachment. This raised section is called an Integrated Laser Channel. 

In fact, many leather crafters used to use bones to form out that channeling and details. It’s still called hand boning and variations are used in many industries still today.
